Water, power, gas and wastewater carry zero rows on Lagos today — no release run has been generated to measure. Energy carries a small, early 5,708-row sample predating this session's verification methodology (11 of 8,442 formal households connected, 12 of 12,358 informal); at that scale the ratio is statistical noise, not a signal, and is reported here rather than omitted so the coverage gap stays visible instead of implied. A verification-scale release run — 300,000 rows per domain, matching the Nairobi methodology — has not yet been run on Lagos.

Same mechanism, not yet exercised at scale
@InformalConnectionOddsPct = 50 parameter are deployed identically to Lagos and Nairobi — this is the same code, not a Lagos-specific rebuild. What's missing is a Lagos-scale generation run to exercise it against.
